Problem As a manager, I have created my scheduler to create the first scheduled action immediately and I cannot see that it's been created
Reason Any action that is to run immediately may have a delay of up to 30 min before being created. This is because a user may want to add further actions or come back to the scheduled item to edit it prior to the first creation
