Contractors to Save Money with New Rules for Expenses and Subsistence

The government announced in its 2014 Budget that the rules underlying the taxation of travel and subsidence expenses will be reviewed. This is in response to the Office of Tax Simplification’s (OTS) report from January 2014 on the tax treatment of employee benefits and the expenses Review of employee benefits and expenses: second report.

As agreed, the Travel and Subsistence Review was started by the government on 31 July 2014.

This consultation is partly prompted by the need to develop a system better suited to contractors and other flexible workers. This system should be one that will entail new and simpler rules governing expenses and subsistence for contractors.

However, it is unlikely that any changes to the existing regime will happen until after 2015.

“Given the scope of the review and the complexity of devising a new set of rules, the government expects that this will be a longer-term piece of work, and therefore has no plan to legislate for these new rules in the remainder of the current parliament.” the Treasury said.
